🔑 Key IBA Points — Annexure III
Point 3 (v3.0 — Critical): After Chart C fitment, add JAIIB/CAIIB increments back in Scale IV. This applies to ALL sub-points including (d). If insufficient increments remain in Scale IV (capped at ₹1,20,940), give 1, 2 or 3 PQP installments in lieu. Unabsorbed increments do NOT lapse — they are fully compensated as PQP-in-lieu from Day 1 of promotion. Maximum PQP in lieu = PQP-I+II+III = ₹10,275/month.
Point 4/6 — Stagnation Date Rule: If an officer is promoted after receiving stagnation increments AND is fitted to a stagnation stage in Scale IV, the NEXT stagnation increment in Scale IV is due on the SAME DATE it would have been due in Scale III. This means officers fitted into Scale IV stagnation may get their next stagnation increment very soon after promotion — NOT after a fresh 2-year wait.
PQP-III Terminal: PQP-III (₹5,480) once reached continues for the entire remaining service. It carries over directly from Scale III to Scale IV. A fresh PQP cycle starts only if the officer had not yet reached PQP-III at promotion.
Add-back Cap: Add-back of increments in Scale IV stops at Scale IV maximum (₹1,20,940). Any increment that would push the officer beyond ₹1,20,940 is NOT lost — it is instead granted as PQP in lieu (PQP-I → PQP-II → PQP-III in order) payable from Day 1 of promotion.
